Establish that it really is not heating
Water in a measuring jug for a timed minute rather than an impression from a plate of food. It sounds pedantic and it separates a genuine heating failure from a cycle that was never started.

The cheap half first
Door interlocks and the control account for the larger share of this work by a distance, and both produce an appliance that will not heat or will not run at all.

The capacitor is discharged properly before anything else happens. This is the step that makes the rest of it a repair rather than an accident, and it is the reason this job is not an owner job.

A microwave contains a capacitor that can hold a dangerous charge for a long time after the appliance is unplugged. That is the whole reason the high-voltage side is never an owner repair, and it is worth saying plainly rather than burying in a disclaimer. If the appliance runs and does not heat, switch it off at the breaker and call somebody. Everything else in this kitchen can wait for a careful owner with a screwdriver; this cannot.
The cheap half is the common half
Door interlocks are safety switches that stop the appliance running with the door open, and when one fails the machine refuses to run at all — correct behavior that looks exactly like a dead appliance. Together with control and touch panel problems, that is the larger share of this work. The magnetron and the high-voltage assembly are real and are not the first thing looked at.
Built-in changes the economics
This maker builds eight built-in microwaves, four drawer units and four over-the-range models. On any of those the cabinetry was cut to the appliance. Replacement means matching a cutout or paying a cabinetmaker, which is why a repair that looks marginal on a countertop machine is often clearly worth doing here. We put that arithmetic in front of you rather than assuming it.

It runs and the plate turns but nothing gets hot.
That is the classic high-voltage symptom: everything that makes the appliance look alive is on the low-voltage side, and the part that makes heat is not. Switch it off at the breaker or unplug it and book it. This is the one appliance in your kitchen that genuinely cannot be poked at safely with the power off.
Why can I not open it up myself?
Because there is a capacitor inside that can hold a lethal charge long after the appliance is unplugged. That is not a liability sentence, it is the actual reason. Almost everything else in a kitchen is safe to look inside with the power off. This one is not, and no amount of care changes that.
Is it worth repairing or should I replace it?
On a built-in unit, more often worth repairing than people assume, and for a reason that has nothing to do with the microwave: the cabinetry was cut to its exact dimensions, so replacing it frequently means finding a model with the same cutout or paying a cabinetmaker. On a countertop machine the answer is usually the opposite. We will tell you which you are in.
My oven-microwave combination has a dead microwave half.
Common, and it does not mean the tower is finished. The two halves are entirely separate cooking systems in one appliance, and a dead microwave with a perfect oven is a repair on one of them. The diagnosis has to establish which half, because the parts and the work are completely different.
