Open the door and look
On an integrated machine that is the only way to see whether anything is lit at all. Half of "completely dead" is not.

Two free things, in this order. Check the control lock — most of these machines have one and it is a press-and-hold on a specific pad, and a locked panel is indistinguishable from a dead one. Then switch the machine off at the breaker for a full minute and back on. Between them they account for a large share of this complaint, especially in the days after a storm.
Integrated controls change the diagnosis
Most of the dishwashers on this make hide their controls along the top edge of the door so the front can be a clean cabinet panel. That is a design decision with a service consequence: you cannot see whether the appliance is alive without opening it. A genuinely large share of "the dishwasher is completely dead" calls are a machine that is perfectly well and is simply not visible.

The panel is completely dark.
On a fully integrated machine, open the door first — the controls are along the top edge and are invisible with the door closed, so a dark front tells you nothing. If it is genuinely dark with the door open, check the breaker and the switch under the sink if there is one, then power cycle for a full minute.
It beeps but does not start.
It is refusing for a reason, and the commonest one is the door. These machines treat the latch as a safety interlock and will not run without it. A panel that has shifted, or something in the way of the door, will do this while looking completely normal.
Is there a reset button?
Not a labeled one. Some models cancel a cycle with a particular press-and-hold, but what people mean by a reset is the power cycle: off at the breaker for a full minute, then on. That is the first thing we would do too.
