Measure it properly: a thermometer between two packages in the middle of the cabinet, left for four hours, rather than a reading from the panel. Zero Fahrenheit is the working number, and a few degrees either way is not an emergency. What matters more than the number is whether it is steady.
Steady matters more than the number
A freezer sitting steadily at five degrees is a cabinet that needs attention and is not an emergency. A freezer averaging zero while swinging fifteen degrees across a day is a cabinet with a defrost or a sensing problem, and it is doing more damage to what is in it than the first one. That is why the measurement is over hours rather than a glance, and why "it says zero" is not the same as "it is zero".

Zero Fahrenheit is the working number for a home freezer and a few degrees either way is not an emergency. What matters more is steadiness: a cabinet swinging between well below zero and above ten across a day is telling you about its defrost cycle or its sensing even while the average looks correct.
Ice cream is soft but everything else is frozen.
That is the classic early symptom, because ice cream softens several degrees before anything else shows it. It usually means the cabinet is running a few degrees warm rather than failing, which is exactly the point at which this is cheap to fix.
